In 1998 the BOETT and APETT introduced a voluntary Continuing Professional Development (CPD) Programme for Registered Engineers and APETT Members. In 2009 the BOETT and APETT launched a joint BOETT/APETT CPD Committee to review and relaunched the CPD Programme. This was successfully accomplished under the chairmanship of Eng. Dr. Fasil Muddeen who has chaired the CPD Committee for the past 15 years. However, compulsory CPD requirements still remains unfulfilled and is dependent on the declaration of a revision of the Engineering Profession Act. While CPD requirements remains voluntary, it is an obligation and pursuit to which both the BOETT and APETT are committed. In announcing the appointment of a new CPD Committee, the BOETT and APETT wish to take this opportunity to thank Eng. Dr. Fasil Muddeen for his yeoman’s service over the past 15 years during which time he has maintained the focus of pursuing the objectives of Continuing Professional Development for the Engineering Community.

The joint BOETT/APETT CPD Committee will continue to play a critical role in fostering the professional growth and competency of engineers.  The CPD Committee will be guided by the following guidelines which will ensure that engineers remain competent, ethical, and adaptable to advancements in their field, thereby effectively promoting and maintaining high standards of professional development, upholding the credibility and integrity of the profession and advancement of the profession and the public interest.

The Members of the joint BOETT/APETT  CPD Committee for the term 2025 to 2028 are as follows:

1. Purpose and Scope

The CPD Committee shall:

  • Develop, implement, and oversee CPD policies and programmes
  • Promote lifelong learning and professional competency among engineers
  • Ensure compliance with licensing and professional registration requirements
  • Promote the value of CPD to engineers, employers and the public
  • Recognize and reward engineers who excel in their CPD efforts
  • Convene meetings at least quarterly, with additional meetings as necessary.
  • Submit Annual Report of its activities at APETT’s AGM

2. Committee Composition

  • Membership:
    • The Committee shall comprise of four members appointed jointly by APETT and BOETT, all of whom shall be affiliated to both organizations, as a Member of APETT and a Registered Engineer with BOETT
    • The Committee may invite other relevant stakeholders such as academia and industry experts who have expertise in engineering practices, training, or professional development to assist the Committee in the exercise of its functions.
    • The Committee shall appoint a Secretary from among its Members
  • Roles and Responsibilities:
    • Chairman: Provides leadership, sets meeting agendas, and represents the committee in official capacities.
    • Secretary: Maintains records, minutes, and correspondence, and disseminates committee decisions via APETT and BOETT Social Media Platforms.
    • Members: Contribute to decision-making, review proposals, and provide feedback on CPD programs.
    • Advisory Stakeholders: Among other things, advise the Committee on issues of Programme Development and Design, Quality Assurance and Assessment; Capacity Building, Policy Development and Strategic Planning and Fostering Industry-Academia collaboration
  • Term of Service:
    • Members of the CPD Committee shall be appointed to hold office for a term of three (3) years but shall be eligible for reappointment for further consecutive terms of office.

3. Development and Oversight of CPD Framework

  • Review CPD Program: Review the current CPD Programme (attached) to ensure that it represents a structured and flexible CPD framework that aligns with international best practices and national engineering interest.
  • Programme Updates: Regularly review CPD policies and programmes to address emerging trends, technologies, and industry needs
  • Policy Formulation: Develop policies on CPD compliance, including credits, exemptions, and disciplinary actions for non-compliance. (The latter will be a future requirement when Board Registration become a mandatory legal requirement)

4. Identification of Training Needs

  • Assess Industry Trends: Evaluate emerging technologies, regulations, and skills gaps to determine relevant training and development needs for engineers.
  • Consult Stakeholders: Engage with industry representatives, academia, and government bodies to identify priority areas for professional development.

5. Accreditation and Quality Assurance

  • CPD Providers and Programs: Approve and accredit CPD providers, courses, and workshops to ensure high-quality training.
  • Standardization: Develop criteria for the evaluation and certification of CPD activities to ensure consistency and relevance.
  • Monitor Compliance: Establish mechanisms to audit and verify CPD activities undertaken by engineers.

6. Promotion of Lifelong Learning

  • Advocate for CPD Participation: Encourage engineers to engage in continuous learning to maintain their professional competency and relevance.
  • Resources and Tools: Research access to CPD resources, such as online platforms, webinars, and mentorship programs and bring these to the attention of the engineering community
  • Social Media Platforms: Utilize the availability of the Websites and Social Media Platforms of APETT and the BOETT to communicate with the engineering community on matters of CPD opportunities and activities.

7. Collaboration and Networking

  • Foster Partnerships: Work with universities, training organizations, and industry partners to provide diverse and relevant CPD opportunities.
  • Organize Events: Coordinate seminars and workshops, in collaboration with APETT’s Multidisciplinary Divisions, that promote innovation, knowledge sharing, and collaboration among engineers.

8. Compliance and Reporting

  • Track Participation: Maintain a system for recording and tracking CPD credits for engineers.
  • Enforce Requirements: Prepare a policy to ensure that engineers meet mandatory CPD requirements for licensing or professional registration renewal, in anticipation of this becoming a future mandatory requirement.
  • Reporting to Stakeholders: Submit annual report to the APETT and BOETT summarizing CPD participation rates, program effectiveness, and industry impact.

9. Ethical and Regulatory Oversight

  • Promote Ethical Standards: Integrate ethical training into CPD programs to reinforce the importance of professional integrity and responsibility.
  • Regulatory Alignment: Ensure that CPD activities align the policy requirements of APETT and BOETT.

10. Evaluation and Continuous Improvement

  • Feedback Mechanisms: Regularly collect feedback from participants and stakeholders to assess the relevance and quality of CPD programs.
  • Update Programs: Periodically review CPD offerings of course providers to address changes in the engineering profession and industry demands.

11. Public Awareness and Advocacy

  • Highlight CPD Importance: Promote the value of CPD to engineers, employers, and the public to reinforce its role in maintaining professional standards.
  • Celebrate Achievements: Recognize and reward engineers who excel in their CPD efforts through awards or certifications.
  •  Make actionable recommendations to APETT and BOETT on the attached “Guidelines for Acknowledgment of Engineers’ CPD Achievement”
