Introduction: Building a Culture of Excellence

The Board of Engineering of Trinidad and Tobago (BOETT) and the Association of Professional Engineers of Trinidad and Tobago (APETT), through their joint CPD Committee, have long championed the development of a national culture of learning, growth, and ethical practice. In that regard the Board’s Code of Ethics refers to the responsibility of engineers to continually upgrade themselves in their area of specialization. Here we will explore the evolution and future direction of the joint BOETT/APETT CPD Programme, including a strategic shift towards recognizing and rewarding engineers who excel in their professional development, this we consider to be a crucial step in motivating participation in CPD activities, thereby reinforcing professional standards and inspiring the next generation of engineers.

History and Vision: From Voluntary Foundations to Strategic Advocacy

In 1998, BOETT and APETT pioneered a voluntary CPD Programme for Registered Engineers and members of APETT. This initiative reflected a proactive commitment to enhancing professional competence. In 2009 the programme was  revitalize with the formation of joint BOETT/APETT CPD Committee in order to keep the vision of CPD alive and relevant.

In 2026 the joint BOETT/APETT CPD Committee prepared a CPD Framework Review – Technical White Paper which proposed improvements to theCPD Framework Accordingly, the BOETT and APETT continue to treat CPD as a professional obligation—integral to licensure readiness, public safety, and the nation’s development agenda.

Strategic Direction and Commitment of the CPD Committee

The  joint CPD Committee is supported by a diverse panel of experienced engineers and academic advisors tasked with deepening the impact of CPD. Though CPD for some time remained voluntary, it has always been treated as a professional obligation by both BOETT and APETT—and will become mandatory under the revised framework.

CPD Framework: Pillars of Progress

The Committee’s mandate is defined by the following Eleven (11) key functional areas which spans from:

  2. Review CPD Program: Continuous review of the current CPD Programme to ensure that it represents a structured and flexible CPD framework that aligns with international best practices and national engineering interest.

  4. Policy Formulation: Develop policies on CPD compliance, including credits, exemptions, and disciplinary actions for non-compliance.

  7. Consult Stakeholders: Engage with industry representatives, academia, and government bodies to identify priority areas for professional development.

  9. CPD Providers and Programs: Approve and accredit CPD providers, courses, and workshops to ensure high-quality training.
  10. Standardization: Develop criteria for the evaluation and certification of CPD activities to ensure consistency and relevance.

  18. Organize Events: Coordinate seminars and workshops, in collaboration with APETT’s Multidisciplinary Divisions, that promote innovation, knowledge sharing, and collaboration among engineers.
  19. Tracking, Reporting, and Policy Development
  20. Track Participation: Maintain a system for recording and tracking CPD credits for engineers.
  21. Enforce Requirements: Prepare a policy to ensure that engineers meet mandatory CPD requirements for licensing or professional registration renewal, in anticipation of this becoming a future mandatory requirement.
